The Engineering Department of the Electric Division plans and designs the electric transmission and distribution systems of Cleveland Utilities. Duties include long-range planning and forecasting for the supply system, short-range planning for individual customer requirements, field engineering and design of overhead and underground lines for customer services, cost of service, substation design, specification and design of control and protective equipment, computer modeling and studies for system improvements, street lighting, and traffic lighting design and programming.
Where feasible, all new residential services will be underground as determined by the Engineering Department. Electric service will be installed within seven working days (weather permitting) from the date Cleveland Utilities receives an approved electrical inspection and all required fees and permits are obtained.
All electrical services shall meet the requirements of the prevailing National Electric Code and shall be inspected by the City Electrical Inspector.
Residential Underground Policy
All new services will be underground unless determined otherwise by the Engineering Department. The customer shall install the underground conduit and service wires to the pole, transformer, or pedestal.

Underground and Padmount Specifications
Cleveland Utilities offers a variety of outdoor lighting fixtures and poles for security lighting. Outdoor lighting contracts are required based on the job cost and monthly charges as determined by the Engineering Department. Outdoor fixtures can be installed a maximum of 10 feet from a suitable drive for supporting utility bucket trucks.
